The key challenges for The Client were to define a specific strategy to achieve the initiative’s broad vision and to implement a cross-agency program management structure to facilitate collaboration between partner agencies.
Excella first developed a project charter that would establish the management structure and approach. The project charter included a clear description of the problem to be addressed, a definition of the project objectives, a list of key activities and milestones, a description of responsibilities for each partner agency, and a statement of commitment from each partner agency.
To enhance the business case, Excella refined the overall project strategy and plan, defined the project budget and funding requirements, and developed a high-level Enterprise Architecture compliant with the Federal Enterprise Architecture.
The first release included implementation of seven related pilot deliverables.
