The Office of Personnel
Management (OPM), through its Enterprise Human Resources
Integration (EHRI) initiative, is creating a government-wide
Electronic Official Personnel Folder (eOPF) solution. The
solution will be implemented at all Federal agencies and includes
converting all paper OPFs to electronic format. Once complete, this
initiative will save the Federal Government more than 72 million
dollars per year, and allow Federal HR Specialists to provide
strategic HR support, rather than manage paper folders.
Like all government-wide initiatives, this effort requires
extraordinary coordination between multiple Federal agencies, the
EHRI program office, and OPM.
The EHRI program office engaged
Excella to provide that coordination and ensure seamless
integration of the eOPF solution at each Federal agency.
Excella's work has been key to establishing standardized processes
to manage all aspects of an agency's conversion, including
requirements assessment, deployment, secure transfer and conversion
of existing paper records, help desk, and on-going operations.
Through the majority of implementations, Excella serves as the
primary point of contact for the agencies undergoing this
transition, coordinating the efforts of the customer agency, EHRI,
and the conversion vendor. Excella provides significant process and
policy development to ensure successful transitions in coordination
with OPM's Guide to Personnel Recordkeeping and Guide to Processing
Personnel Actions.
In its role within the program office, Excella has also provided
executive-level strategic guidance and support, helping to develop
the business processes and model financial plan, pricing model,
marketing approach, and program organization.
To date, over one hundred thousand paper personnel folders have been successfully converted to electronic form with the oversight and help of Excella. Another one hundred thousand are expected by the close of fiscal year 2006.
