Excella Develops Human Resources Data Model for 1.8 million Feds

Excella recently completed development of the Conceptual Data Model (CDO) for use with the Enterprise Human Resources Initiative (EHRI). The Initiative is a component of the Office of Personnel Management’s e-Gov strategy, which is using technology to better track and manage federal employees’ training, clearances, and skills over the course of their careers in the U.S. government.

Among its projects, EHRI is charged with developing a data warehouse that will ultimately store payroll, training and other human resources records for all 1.8 million federal employees. Excella’s Conceptual Data Model is being used in EHRI’s efforts to define a Target Data Object Definition (TDOD) for the HR Line-of-Business Task Force.

In turn, the TDOD under development will be used to identify information technology solutions that might be considered by or shared among various government agencies or sub-agencies, some of whose business processes are ripe for consolidation. What’s more, organizations partnering with a given agency--including those within the government, as well as contractors and other partners external to it--stand to benefit from the designation of common IT solutions that adhere to e-Gov guidelines and are based on best practices.

In the end, the goal of the EHRI and the other initiatives under the e-Gov Internal Efficiency and Effectiveness Portfolio--including e-Clearance, e-Training, e-Payroll, Human Resource Information Systems, and Recruitment One-Stop--is to reduce the costs associated with government operations. When information technology is harnessed to make government run more efficiently, citizens stand to gain by means of improved services realized through business process improvements.
