SBIR Phase III Direct Award

Excella holds an active Small Business Innovation Research (SBIR) Phase I award for innovations in Software Architecture & Engineering, Automation, Infrastructure-as-Code, Security, DevSecOps, Continuous Integration / Continuous Deployment, and more through the Naval Sea Systems Command (NAVSEA). Based on this effort, any agency may consider Phase III awards to Excella for work that includes any of the above capabilities.

SBIR Phase III is a statutory procurement authority that allows any federal agency to issue a direct-to-award a contract without a new competitive solicitation when the scope of work derives from, extends, or completes a prior SBIR award. A direct sole-source award is possible as the original SBIR competition satisfies all all statutory competition requirements. It increases contracting flexibility and speed while reducing acquisition for federal agencies. Awards can be structured as a standalone contract, IDIQ, or BP and does not rely on SBIR funded dollars. There are no statutory dollar caps, duration limits, or constraints on incremental funding.
